Glen is a graduate of St. Cecilia’s grammar school, a recipient of the General Excellence Award. He attended Mt. Carmel High School with a four year academic scholarship and graduated in 1968 as class valedictorian and general excellence award winner. He served on the student council, booster club, dance committee, and CEE basketball team. In his senior year, he was assistant editor of the yearbook, and presided over the Glee Club, and California Scholarship Federation.
Following Mt. Carmel, he received a four year academic scholarship to the University of Southern California where he obtained a BA in Urban Affairs /Public Administration. He also Master of Business Administration (MBA), in - Strategic Planning from the Anderson School of Management at the University of California @ Los Angeles (UCLA). A Los Angeles native, he has been married for 34 years with 3 adult children. His hobbies include distance running, billiards, basketball, racquet sports, photography and international travel.
He directs the Section 8(a) Business Development Program for the Los Angeles District Office of the Small Business Administration. (SBA) The Program is a comprehensive Procurement Training and Entrepreneurial Development Highway designed to assist existing businesses owned and controlled by socially and economically disadvantaged individuals. The staff includes five business development professionals. His territory includes Los Angeles, Ventura and Santa Barbara Counties.
There are currently over 240 firms in the local portfolio from diverse business sectors, including manufacturing, telecommunications, software and environmental engineering, construction, and other professional services. He is charged with the equitable distribution of Federal, Section 8(a) Contracts to these firms as well as providing them with management and technical assistance as they participate in the Program. Over the past 3 years, the firms have received over $6.0 Billion in Federal contracts alone.
He holds a senior US Government Contracting Officer Warrant for $50.0 Million.
As Assistant District Director, he also facilitates the delivery of all SBA Programs to the Minority Community, including finance, HUB Zone, procurement assistance, surety bonding, Americans with Disabilities, (ADA), and business development counseling. He is the Agency liaison to key minority organizations including the Los Angeles Urban League, Asian Business Association, Los Angeles Minority Business Opportunity Committee, Greater Los Angeles Latin American Chamber of Commerce, Black Business Association, and several others.
His SBA experience spans 38+ years as a Field Representative, Commercial Loan Officer, and Business Development Specialist.
